WESTERN BROWN NORTH (MT. ORAB) - WESTERN BROWN SOUTH (HAMERSVILLE) - WILLIAMSBURG

MISSION STATEMENT:  This association was formed to teach the basic principles and fundamentals of basketball and good sportsmanship to the students in the fourth, fifth and sixth grades.  This is a noncompetitive recreational league.  The CBYBA reserves the right to govern and regulate rules so that the status and integrity of a recreational league may be maintained.

ENTRY & FEE:  The entry fee will be $200.00 for each team.  All fees must be paid to the treasurer by December 1st.  Note all franchise information, including the grade and gender of teams, coach's name and phone numbers and gym time availability for games , are due to the CBYBA for approval before November 1st.  No additions or changes may be made after this date due to scheduling conflicts.  The CBYBA reserves the right to decline any team or franchise from participation in this league.  Only at a CBYBA meeting, can players be added or deleted to a roster.

ROSTERS:  The roster cut off date is NOVEMBER 15th with the drawing for rosters to be completed at this time.  All draws and player placement will be conducted by CBYBA officers.  Rosters will be filled out at this time with copies for both the franchises and CBYBA.  New players will be added as follows.  All effort will be made to preserve a previous team by forming new teams with new players, adding new players to existing teams or new draw with all players' names in the draw.

AGE:  A player may play up one year or grade, providing a team in their age bracket is not a available and with the approval of the league.  Fourth grade players may be no older than 10 years of age before September 1st of the current year.  Fifth grade players may be no older than 11 years of age before September 1st of the current year.  Sixth grade players may be no older than 12 years of age before September 1st of the current year.  No THIRD grade players!  All players must have a copy of their birth certificate turned in with the rosters.

RESIDENCE:  All players must play for the school district that they attend.  With the following exceptions:  If the player moves after the roster deadline he or she will be able to continue playing for the team that they originated signed up with.  Children who are home schooled or attend religious schools may play for the school that they would normally attend.  OTHER TEAMS:  Any player may play for any other team outside of the CBYBA, but only for one team inside the league.  Violation of this rule will result in the expulsion of the player from the league, as well as other possible team related consequences.

COACHES:  NO more than TWO non-playing people are permitted on the bench.  This number includes the coaches per team.  Violation of this rule will automatically result in a bench technical foul.  Coaches must be 18 yrs old and may only coach one team.  No junior high school coaches may coach in the CBYBA league.

CONDUCT:  Each coach must control their own players, spectators and themselves.  A coach or player receiving two technical fouls will be ejected from the game, gym and grounds.  A third technical foul called on the same team will result in an automatic forfeit of the game.  A bench or spectator technical foul will be two shots and the ball out of bounds to the opposing team.  Abusive language or harassment by anyone will result in their automatic ejection from the gym and grounds, and possible technical foul.  The referee will inform the coach as well as the gym supervisor.  They will be responsible for the removal of their offensive fan, player or coach.  Play will not resume until this person(s) has left the gym and grounds.  Any refusal to leave will result in the offending team forfeiture of the game.  Any coach receiving two technical fouls will not be allowed to coach or attend the following game..  Information regarding a coach's ejection needs to be forwarded to the CBYBA President and the appropriate reps by the rep where the infraction took place so that proper action may be taken.  The CBYBA board has the authority to approve, dismiss or rule ineligible any player or coach for deemed inappropriate action such as fighting, abusive/foul language or any other inappropriate activity or action that goes against the rules written by this organization.

PRACTICE:  Practice time is unlimited.

FLOOR SAFETY:  There will be no shooting on the floor before, during half time, or after the game by anyone other than the players scheduled for that game.  NO sharp objects are to be worn during the game by any player.  All jewelry and ear rings must be removed.

PLAYING TIME:  All players must play one FULL quarter, failure to do so will result in a forfeit of the game.  The team with the smallest number of players will determine the number of new players the opposing team has to start in the 2nd quarter. 

EXCEPTION TO THIS RULE:  If a player is injured during their mandatory quarter.   The substituted player will still have to play their mandatory quarter.  Players that have played their mandatory quarter may be substituted freely for other players that have played their mandatory quarter.

1st quarter:  5 players start and play the full quarter.

2nd quarter:  5 new players or as determined above play the full quarter.

3rd quarter:  Free substitutions after quarterly requirements are met.

4th quarter:  Free substitution.

 

PLAYING RULES:  The Ohio High School Athletic Association rules will be used with the following exceptions.

  1. The game ball will be provided by the CBYBA and will be a youth size 28.5"

  2. Both man to man and zone defenses will be allowed.

  3. A full court press is permitted in the fourth quarter of fifth grade games and in the second half of the sixth grade games.  Subjected to paragraph 3a.  During the rest of the quarters and all of fourth grade games, defensive players may "Pick up" their defense at the designated over and back line.

        3a.  If either team in the 5th or 6th grade is ahead by more than 20 pts.  Neither team may

              full court press unless fewer than 20 pts separate the teams again.

  1. Six minute quarters with stop and go clock.

  2. A three minute overtime period will be played until the game is won.  One additional timeout per overtime period will be given to each team.

  3. Four one minute timeouts will be given to each team per game.

  4. Half time will be 5 minutes.

  5. Foul line will be determined as follows:  4th grade 4 feet closer than regulation.

                                                                   5th grade 3 feet closer than regulation.

                                                                   6th grade regulation line.

  1. 5 personal or two technical fouls per player per game.  The one and one bonus begins at 7 team fouls per half.  The double bonus begins at 10 team fouls in any half.

  2. During foul shots, the two players nearest to the base line must have both feet in the box.

  3. The jump ball will only be used at the start of the game and overtime periods.  Alternate possession will be used in all other jump ball situations, including the start of the third quarter.

  4. The three point shot is in effect for all grades for both girls and boys.

  5. Fourth grade clock:  During the last minute of the fourth quarter, only on dead balls taken out of bounds will the clock not be started until the ball crosses the designated over and back line.  The clock will continue to run in the last minute after missed shots, either foul or field goal attempts.

 

GAME TIMES:  The board will schedule all game times and sites.  If a team does not show within 10 minutes of the scheduled time, the game will be forfeited.  Any team that fails to forfeit, 24 hours prior to game time and does not show up will be responsible for the officials, clock and book's payroll for that game.  It is a team once five players and a rostered coach are present.  A team cannot take the court without a rostered coach present.  Weather conditions will be taken into consideration by the board.  Only reps can reschedule a game.

 

FORFEIT:  Two forfeits eliminates a team from the remainder of the season's & tournament schedule.  Depending on the reason, it may result in elimination from the following season.  Canceled games will be considered a forfeit unless a school function causes the cancellation, or is mutually agreed by both coaches.

 

OFFICIALS:  The official scorekeeper, timekeeper, and two officials will be paid for by the league, but must be provided by each franchise.  No one but the official scorekeeper, timekeeper and each team's scorer may sit at the scorer's table.  There will be no coaching or cheering from the scorer table.  Officials must view the handshake at the end of each game.  For tournaments, officials may call no more than five games per day.

 

PROTESTS:  Protests will be decided by a protest committee, which will consist of 2 representatives from teams in the same classification and 2 board members.  A $25.00 fee must be paid and enclosed with the written protest from the coach.  This fee will be returned if the protest is upheld.  Only rules, not official judgments may be protested.  Protests must be filed within 24 hours of the protested game.  All protests must be turned in too a league officer.

 

UNIFORMS:  Uniforms must have a legal number on both the front and back of the uniform.  In case of uniform conflict, the home team will wear pennies.

 

RECORDS:  First and second place league and tournament will receive trophies.  The number of losses, due to the byes, will determine tournament placement.

 

TOURNAMENTS:  Admission for the tourney will be $2.00/ adult, $1.00/ youth (5-18) and seniors (62+) and under five free.  Regular season admission will be $1.00/ person, under five are free.  League representatives will be admitted free to all games.

For tournament finals, all reps will bring the names of 2 OHSA certified officials for the league to choose the officials, book and clock for the finals.  The league will be $20.00 / position/game.  All position will rotate with no one calling more than 3 games.  The finals will be held in a high school gym and all players names will be announced prior to their game.

 

CHEERLEADERS:  All cheerleaders must follow the guidelines set up by their franchise and the CBYBA.  They must remain at their home court, except they may cheer for their teams at tournament games.  They must pay to get into tournament games.  They may in no way hinder the time frames of the league.  They must pay to get into tournament games.
